The District has received the DRAFT Certificate as to Resolution and Adopting Vote from the Districts Bond Council, Dorsey & Whitney LLP, now that the Wastewater Upgrade Project is in construction and the District has had to look at a new rate structure necessary for the District to collect sufficient revenues to pay the costs associated with the operation and maintenance of both Water and Sewer Systems, pay debt services related to outstanding bonds and proposed bonds, and establish appropriate reserves.  This DRAFT will be reviewed by the Board of Directors at the May 10th, 2022, Board Meeting.

No rate changes will be taking affect at the May 10th, 2022, Board Meeting.  This Resolution is to call for a Public Hearing.

In short....

WHEREAS, the Sun Prairie Village County Water and Sewer District, Montana (the
“District”) is a county water and sewer district, validly organized pursuant to Title 7, Chapter 13, Parts 22 and 23, Montana Code Annotated (“MCA”); and
WHEREAS, the District has established and currently operates a water system (the
“Water System”) and a wastewater system (the “Sewer System”); and
WHEREAS, the District intends to undertake certain improvements to the Sewer System,
a portion of the costs of which is expected to be paid from the proceeds of sewer system revenue bonds to be issued by the District; and
WHEREAS, it is necessary for the District to collect sufficient revenues pay the costs
associated with the operation and maintenance of the Water System and Sewer System, to pay debt service related to outstanding bonds of the Water System and the proposed bonds of the Sewer System, and to establish appropriate reserves; and
WHEREAS, under Section 7-13-2301, MCA, the Board of Directors (the “Board”) of the
District is directed to fix and cause to be collected rates and charges for the use and availability of the Water System and Sewer System; and
WHEREAS, pursuant to Section 7-13-2275, MCA, the Board shall order a public hearing
prior to the passage or enactment of an ordinance or resolution imposing, establishing, changing or increasing rates, fees or charges for services or facilities.

Section 6. Public Hearing. A public hearing on the proposed rate increases will be held
at a meeting of the Board scheduled for June 14, 2022, commencing at 6:30 p.m. in the District Office located at 1047 Grant Drive in Great Falls, Montana.
